OfReg releases water sector regulations for consultation

OfReg, the multi-sector regular of the Cayman Islands, has put forward for public consultation, draft regulations for the water sector.

The draft regulations support the Water Sector Regulation Law and seek to regulate operators and service providers in a manner that both protects the health, safety and economic wellbeing of consumers, as well as to provide a reasonable return to the service providers, by facilitating an environment that mimics competitive behaviour as much as possible.

The consultation, aimed particularly at providers and operators, the general public and other interested parties, is open until 21 September 2018. OfReg appreciates that different decisions made by the Office will affect people in different ways and is therefore seeking input from those with sufficient interest or who are likely to be affected by the regulations.

Gregg Anderson, Executive Director, Energy & Utilities at OfReg, said: “by having regulations in support of the law in place, we will be able to provide residents and visitors of the Cayman Islands with the assurance that drinking water and wastewater services are appropriately regulated. These regulations provide the mechanism for us to ensure that service providers and operators are compliant with the law.”

The draft regulations cover the licensing framework, operator and service provider licenses, offences and enforcement, administrative penalties and licensee fees. OfReg invites and encourages all interested parties to make submissions on the issues stated in the consultation paper.
